Deepwater Container Terminal in Świnoujście, signing an agreement with the investor
The Szczecin and Świnoujście Seaports Authority SA and a consortium consisting of DEME CONCESSIONS N.V., based in Belgium and QTERMINALS W.L.L., based in The State of Qatar have signed a preliminary agreement for a 30-year lease of land located in the outer port in Świnoujście, for the financing, building and operation of the Deep-water Container Terminal.
– This is an investment that will provide a development impulse not only for Świnoujście and Western Pomerania, but for the entire national economy – emphasizes Krzysztof Urbaś, President of the Szczecin and Świnoujście Seaports Authority SA.
The construction of a deep-water container terminal in Świnoujście is one of the elements included in the “Seaport Development Program until 2023”. The aim of the program is to strenghten the position of Polish ports in the Baltic Sea basin and establish key nodes of global supply chain for Central and Eastern Europe.
The terminal will meet the highest safety and environmental standards and will bring new long-term jobs and employment to the region.
Conducted market analyses and research executed by independent experts indicate that the terminal located in the outer port in Świnoujście, in the south-western part of the Baltic Sea, is highly necessary to cope with the growing container demand.. According to experts, long-term growth prospects in ocean container transport and the turnover of containerized cargo in the Baltic Sea confirms the need for such a terminal. This is also supported by experienced container handlers operating in this industry.
Ultimately, the terminal will be capable of handling up to 2 million TEU per year, servicing simultaneously two ships, one with a length of 400 m and one of 200 m. The investment can be implemented in two stages: a first stage will be cbale of handling 1 million TEU per year. The terminal will be built almost entirely on the pier located in the Pomeranian Bay and will be financed by an investor who was selected by means of a competitive tender procedure. The terminal will be equipped with low-emission equipment in accordance with the highest ecological ‘green terminal’ standards. The terminal in Świnoujście will constitute dual-use infrastructure, i.e. civilian infrastructure that can be used to handle military cargo. In the offer submitted in the tender procedure, the investor also declared actions for the benefit of the local community value of at least EUR 5 million agreed with the local government of Świnoujście. If everything goes according to schedule, the new terminal should start operationsin early 2028.
Shipping lines – customers of the terminal will be able to use the new fairway leading to the port of Świnoujście in the near future. In May 2023, the Council of Ministers adopted a resolution on the establishment of a multiannual programme under the name “Construction and development of access infrastructure to the port of Świnoujście in the years 2023 – 2029”. The implementation of the program will ensure an appropriate, secure access infrastructure for terminals located in Świnoujście.
